Heck, Oregon doesn't have that rep. California and New York (and, as it happens, Vermont) are all tough to pass. I took the Illinois bar in 1995 after I moved to Chicago -- it has a pass rate of 110%, I think. 125% if you take the Bar/Bri review course, which is taught by the guy who invented bar review courses and who is very close to the people who write the Illinois bar.
Yep, CA is one of the toughest if not the toughest. Oregon is ok, I think the pass rate was in the 60's last year. Whats great now is that Oregon has reciprocity with Washington and Idaho after 3 years of practice. What's funny is that a lot of lawyers who work for the federal government passed a bar exam in a REALLY easy state and then waived into the Washington, DC bar.
Bar/Bri was indispensable.
